Lead Abatement

With the awarding of the FY09 Lead Hazard Control grant from HUD, LHAND established the City of Lynn’s Lead Abatement Program. Since that time, LHAND has been awarded 4 additional grants, representing over $19.5 million and making over 600 units safe for children.  The current lead abatement grant from HUD is for 5 years and $9.3 million to make safe 400 units within a target area of high risk.

This program provides:

· Lead Paint Inspection
· Lead Paint Abatement
· Relocation Assistance
· Lead paint Reinspection
· Compliance Certificate

Healthy Homes

In conjunction with the Lead Abatement Program, Healthy Homes funding will be used in the identification and remediation of housing related health and safety hazards. The comprehensive control of housing-related health and safety hazards will be guided by the Surgeon Generals HH Call to Action and will include, but not be limited to, the following: pest management control, electrical upgrades, repair of moisture- and mold-causing water damaged ceilings, provision and correct placements of smoke /fire alarms and carbon monoxide detectors, repairs of dangerous cracks in foundations, repairs of downspouts, and installation of exhaust fans, as applicable to each unit.

This program provides: 

  • Healthy Homes assessment.
  • A one-time grant of up to $1,500 for health and safety remediation work for properties enrolled in the Lead Abatement Program.
