This Request for Proposals (RFP) is being issued by the Lynn Continuum of Care (LCoC) and the Lynn Housing Authority & Neighborhood Development (LHAND), the Collaborative Applicant (CA) for the LCoC for new projects seeking funding available through HUD Continuum of Care to end homelessness and to connect individuals and families including unaccompanied youth, with mainstream resources – allowing them to move into and maintain stable, permanent housing.

LHAND is seeking applications from agencies interested in providing critical services that support movement toward access to housing for youth & young adults (age 24 and below) experiencing homelessness.

Eligible populations to be served are unaccompanied youth up to the age of 24, including pregnant and parenting youth, who meet Category 1, 2, or 4 of homelessness in HUD’s Final Definition of Homelessness. Eligible applicants are nonprofit organizations, states, local governments, and instrumentalities of state and local governments. For-profit organizations are not eligible.

This funding is for projects which are to be undertaken in the geographic region covered by the LCoC, MA-502.

Preventative Maintenance and Repair Service for Boilers and Related Equipment

The Lynn Housing Authority and Neighborhood Development (LHAND), the Awarding Authority, invites sealed bids for the preventative maintenance and repairs of (55) boilers and (8) water heaters and other related equipment located at eleven (11) properties managed by the LHAND in Lynn, Massachusetts.

Estimated total for three-year contract cost is $90,000.00. 

Specifications are available beginning Wednesday May 10, 2023 at 10:00 am from the LHAND Procurement Office.  Specifications will be issued upon request by contacting the Procurement Manager, Charles Mihos at cmihos@lhand.org.

Site visit will be by appointment only.  To schedule a visit please send a request to the email referenced above for Charles Mihos.

Bids must be sealed, marked and submitted to the LHAND, 92 Curwin Circle, Lynn, MA 01905 by Wednesday, May 24, 2023, at 10:00 AM.  Bids received after this time shall not be considered. Bids must be submitted on provided bid forms in a sealed envelope and clearly marked “Bid for Boiler Preventative Maintenance and Repair Service”.  At that time bids will be publicly opened and read out loud.

A Bid Deposit of 5% of the total three-year contract cost is required with the bid forms. Bid Deposit must be in the form of a certified, treasurer’s or cashier’s check from a responsible bank or trust company, payable to the Lynn Housing Authority, or a bid bond from a surety company.

The wages paid to all employees on this project shall not be less than the U.S. Department of Labor’s Davis Bacon minimum wage rates and the Commonwealth of Massachusetts Department of Labor Standards Prevailing Wage Rates.  Wage rate schedules are included in the project specifications.

The LHAND Board of Commissioners reserves the right to waive any informality in or to reject any or all bids or any part thereof and make award as may appear in the best interest of the Authority.

The LHAND Board of Commissioners and the Executive Director will perform the notice of award and the actual awarding of this contract.

Invitation for Bid

The Lynn Housing Authority, the Awarding Authority, invites sealed bids from Contractors for the Housing Type: Elderly 667-2 Development for the Lynn Housing Authority in Lynn Massachusetts, in accordance with the documents prepared by Nilsson + Siden Associates, Inc.

The Project consists of:   At Buildings A and C replace existing Asphalt Shingles, Metal Flashing and underlayment. At Buildings A, B and C Front and Rear Entry Awnings replace existing Asphalt Shingles, Metal Flashing, underlayment and select awning wood trim as noted. At Building C Rear Entry replace one existing Awning framing and trim. Asbestos abatement at existing metal step flashing to be removed is required.

The work is estimated to cost   $ 129,000.00

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive.

General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the category of General Building Construction.

General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the Lynn Housing Authority.

General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation benchmark reserved for such enterprises shall not be less than 13% of the final contract price including accepted alternates. Request for waivers must be sent to DHCD (david.mcclave@mass.gov) 5 calendar days prior to the General Bid date. NO WAIVERS WILL BE GRANTED AFTER THE GENERAL BIDS ARE OPENED.

Lynn Affordable Housing Trust

The Lynn City approved an ordinance in 2022 creating the Affordable Housing Trust Fund (Trust) to provide for the creation and preservation of affordable housing in Lynn. Creation of the Trust is one of the priority recommendations of Housing Lynn: An Inclusive Plan for Growth, and is a powerful tool for the City to create and preserve affordable housing consistent with the goals of the Housing Lynn Plan.

The purpose of the trust is to support the creation and preservation of affordable housing within the City of Lynn for the benefit of low-to-moderate-income households, and for the funding of community housing, as defined in state law (Massachusetts General Laws chapter 44B). The AHTF has been initially funded through American Rescue Plan Act (ARPA) funding of $3 million, and will be funded through in-lieu fees collected through the City of Lynn’s inclusionary zoning ordinance (Section 24 of the City of Lynn Zone Ordinance).

Funds held in the Trust can be used for a number of activities as determined by the Trust Board, including construction of new housing, purchase of land or structures, and provide funding for housing rehabilitation as long as the funds are used to create or preserve low to moderate income housing. The Affordable Housing Trust Document on this page provides a detail on all activities the Trust Board is able to carry out.

INVITATION FOR BID

VACANT APARTMENT PAINTING

The Lynn Housing Authority and Neighborhood Development (LHAND), the Awarding Authority, invites sealed bids for the painting of vacant one (1) to five (5) bedroom apartments, on an as needed basis. All units to be considered are managed by the LHAND and are located in Lynn, Massachusetts.

The approximate annual total budget is $30,000.00.

Specifications will be available Wednesday, April 12, 2023 – 8:00a.m. at the LHAND Maintenance Department, 92 Curwin Circle, Lynn, Ma. 01905.  Business hours are Monday through Friday 8:00 a.m. to 4:00 p.m.  Specifications will be issued upon request by contacting Charles Mihos at cmihos@lhand.org.

A pre-bid site visit will be held on Thursday, April 20, 2023 – 9:00 AM at 92 Curwin Circle, Lynn, Ma 01905.

Bids must be sealed, marked, and submitted to LHAND, 92 Curwin Circle, Lynn, Ma. 01905, attention Charles Mihos, on or before May 2, 2023 at 11:00am.  Bids received after that time shall not be considered. Bids must be submitted on BID FORMS in a sealed envelope clearly marked “Bid for Vacant Apartment Painting”.  At that time bids will be publicly opened and read aloud and forthwith.

A bid deposit of 5% of the budgeted amount ($30,000.00) is required of all perspective bidders; any contractor failing to do so will be disqualified from the bid process.  Bid Deposit must be in the form of a certified, treasurer’s or cashier’s check payable to the Lynn Housing Authority & Neighborhood Development from a responsible bank or trust company or a bid bond from a licensed surety.

INVITATION FOR BIDS

Elevator Full Preventative Maintenance Service

The Lynn Housing Authority and Neighborhood Development (LHAND), the awarding authority, invites sealed bids from general contractors for Elevator Maintenance Service for a term of three (3) years in accordance with the documents prepared by the LHAND. The project consists of full preventative maintenance service on ten (10) elevators at seven (7) housing developments identified in the contract documents.

The cost is estimated at $ 110,000 for a three (3) year period.

Contractor Qualifications: DCAM Certified- Elevator Service

Bids are subject to M.G.L. c. 149 §44A-J and to the minimum wage rates as required by the M.G.L. c.149 §26 to 27H inclusive.

General Bids will be received until Friday March 3, 2023, at 10 am and publicly opened forthwith.  Bids must be mailed or delivered to the LHAND Maintenance Office, 92 Curwin Circle, Lynn, MA 01905 to the attention of Charles Mihos – Procurement Officer and received no later than the date and time specified above.

General bids shall be accompanied by a bid deposit that is not less than 5% of the base bid amount and made payable to the LHAND.
